On the website of the ROI ("Russian Public Initiative"), a proposal was put to a vote to ban educational riding in the morning and evening rush hours. According to the authors of the initiative, driving on vehicles designed for training in driving schools, during heavy traffic, provokes not only traffic jams on city roads, but also serves as a reason for environmental degradation and increased accident rate.
Voting will take place until mid-December, if the proposal receives more than 100,000 votes, it will be considered in parliament.
As noted by Alexander Starovoitov, Deputy Chairman of the State Duma Committee on Transport, people with minimal driving skills should not be in extreme situations and when introducing restrictions, the specifics of the regions should be taken into account.
For the metropolis, this issue is considered very relevant, according to Yevgeny Gerasimov, a member of the Moscow City Duma Committee on Security. The representatives of the Guild of driving schools agree with him, who report that about 100,000 new motorists appear on the roads of the capital every year, and 500-600 cadets of driving schools go on the roads of Moscow every day to hone their driving skills. And they will not be able to get the necessary driving skills without lessons at peak hours.
